2026 HUD NOFO COMPETITIONS

 

Public Notice (6/3/2026) HUD CoC NOFO

On June 1, 2026, under the leadership of President Trump and Secretary Turner, the U.S. Department of Housing and Urban Development (HUD) announced record levels of funding available to communities nationwide to address the root causes of homelessness.

The local North Central Florida Continuum of Care HUD Funding Competition administered by TaskForce for Ending Homelessness is open. The application is expected to be published on or around July 1, 2026, for Alachua, Bradford, Dixie, Gilchrist, Levy, Putnam, and Union Counties. Applicants are encouraged to use the time before the local competition opens to review available materials and prepare their applications.

Faith-based organizations, police and sheriff’s departments, fire rescue agencies, healthcare providers, domestic violence centers, and other high-performing organizations are strongly encouraged to apply. This year’s competition places a strong emphasis on street outreach, outpatient addiction treatment, childcare, job training, and transitional housing. Projects must be designed to help individuals reach economic independence. To best steward American tax dollars, this NOFO ties funding directly to performance and outcomes.

 

Public Notice (6/24/2026) HUD CoC Builds NOFO

On June 23, 2026, under the leadership of President Trump and Secretary Scott Turner, the U.S. Department of Housing and Urban Development (HUD) announced the availability of $100 million nationwide through the 2026 Continuum of Care Builds (CoC Builds) competition.

The local North Central Florida Continuum of Care HUD Funding Competition administered by TaskForce for Ending Homelessness opened on June 24, 2026, for Alachua, Bradford, Dixie, Gilchrist, Levy, Putnam, and Union Counties.

The FL-508 Continuum of Care is eligible to submit one project application to HUD requesting up to $9,000,000 for the acquisition, rehabilitation, or new construction of Permanent Supportive Housing serving individuals and families experiencing homelessness with disabilities.

FY26 Federal and Local Priorities

Ending the Crisis of Homelessness on Our Streets

The CoC prioritizes approaches that focus on eliminating encampments and unsheltered homelessness. Providers should connect individuals to shelter, treatment, and housing while restoring public spaces, improving community safety, and preventing future homelessness through ongoing support and intervention.

Advancing Public Safety

Safety and security for all members of the public, especially those living unsheltered, is essential to promoting a community-wide commitment to the goal of ending homelessness. First responders are critical partners in engaging people into treatment and services and protecting public order and vulnerable individuals experiencing homelessness. In Grants Pass v. Johnson, the Supreme Court of the United States upheld the authority of local governments to prohibit public camping.

Minimizing Trauma

One of the purposes of the CoC program is to minimize the trauma associated with homelessness. Providers should provide trauma informed care and ensure participant safety in programs, especially for youth and survivors of domestic violence, dating violence, sexual assault, and stalking. Women experiencing homelessness or domestic violence should have access to safe, single-sex spaces and other considerations for personal privacy (24 CFR 578.93(b).

Prioritizing Treatment and Recovery

The CoC will prioritize projects that provide the treatment and services people need to recover and regain self-sufficiency including on-site behavioral health treatment, robust wraparound supportive services, and participation requirements. This NOFO devotes resources to Transitional Housing programs and Supportive Service Only projects with the goal of improving health and long-term economic independence for the homeless.

Promoting Self-Sufficiency

One of the primary purposes of the CoC Program is to optimize self-sufficiency. Providers should partner with workforce development centers, employers, childcare, and other supportive service providers to increase employment and employment income for program participants. CoCs should prioritize projects that help lead to long-term economic independence for individuals and families to exit homelessness and prevent future returns to homelessness.

Improving Outcomes

The CoC will prioritize projects that promote self-sufficiency, increase employment income over government assistance, and promote treatment and recovery. This NOFO includes several options to help agencies improve their effectiveness.
