FY24 & FY25 HUD NOFO

The U.S. Department of Housing and Urban Development’s (HUD) Office of Special Needs Assistance Programs (SNAPS) has published the Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2024 – FY 2025 Continuum of Care Competition and the Renewal or Replacement of Youth Homeless Demonstration Program grants. This 2-year Continuum of Care (CoC) Program NOFO is authorized by the Consolidated Appropriations Act, 2024 and includes an application submission deadline for FY 2024 funding and a deadline for FY 2025 funding. Approximately $3.5 billion is available through this NOFO nationally.

General Information
The application and selection process for the FY 2024 funds awarded through this NOFO will proceed much like it has in prior-year competitions. However, CoCs are only required to submit one CoC application that will be applicable to both FY 2024 and FY 2025 funds. Additionally, projects that are awarded FY 2024 funds may be eligible for award of FY 2025 funds using their FY 2024 application submission and are not required to apply for renewal for FY 2025 funds. Projects that did not meet the eligibility criteria to renew in FY 2024 but are eligible for FY 2025 renewal funding must submit a renewal application by the FY 2025 application submission deadline established in the NOFO. The House and Senate Committees on Appropriations expressed that for projects awarded for specific subpopulations (e.g., homeless youth or survivors of domestic violence, dating violence, sexual assault or stalking), before funding for such projects may be reallocated to other populations, HUD must consult with relevant stakeholders. Therefore, in this NOFO, HUD requires funding reallocated from projects previously funded with YHDP or DV Bonus funding to be used for projects serving the same subpopulation and expanded the definition of reallocation to include DV Reallocation and the definition of YHDP Replacement to include YHDP Reallocation. HUD establishes these terms to distinguish between funding sources that must continue to serve the same populations of the projects being reallocated or, in the case of YHDP, replaced. Cone of Silence Policy

Background

TaskForce employees, quality raters, and the CoC’s Leadership Council are bound by a Cone of Silence pursuant to the Collaborative Applicant’s organizational policy on procurement. The “cone of silence” refers to a period during which communication is restricted to prevent undue influence or bias in the procurement process. “Advertised meetings” refers to meetings that are posted on this specific webpage with no less than three days notice. 

Duration

The Cone of Silence begins on the date and time a RFP or NOFO is advertised by TaskForce. The Cone of Silence is terminated at the time when the CoC Director issues a written recommendation to the CoC Leadership Council.

Restrictions

Prohibited Communications: During this period, no communication regarding an RFP, NOFO or the procurement process should occur between potential applicants and anyone involved in the application, evaluation and decision-making process, except for advertised meetings and as specifically provided in the RFP or NOFO. No person should ask any party restricted by this policy to deviate from the requirements set forth herein.

The Consolidated Application, Priority Listing and Attachments will be posted on this website. Due to a Disaster Extension Approval for this CoC NOFO, this date is amended to November 25, 2024. As a result, award notifications may be delayed in 2025.  

PUBLIC QUESTIONS AND RESPONSES:

QUESTION: Alachua County Coalition for the Homeless and Hungry asked if street outreach is an allowable category to apply for.

RESPONSE: No, HUD NOFO projects can be funded for RRH, PSH, TH-RRH, HMIS, CE – with DV and CoC Bonus geared toward those categories.

QUESTION: GHA is interested in speaking to any partners that might be interested in seeing if this would work for Job Corp Woman’s dorm.

RESPONSE: Applicants are encouraged to explore opportunities for engaging with prospective collaborative partners.

QUESTION: Is technical assistance available for those of us who are new to the esnaps system?

RESPONSE: TaskForce and Susan Pourciau Consulting, Inc. have recently entered into an agreement to offer TA to project applicants. You can email info@keystohome.org to request TA as a new or renewal project applicant. This applies to the FY24-FY25 HUD NOFO and the HUD CoC Builds competitions.

QUESTION: When preparing a new grant application in eSNAPS, should it be a 2-year or 1-year request?
